The Environmental Protection Agency (EPA) has issued an emergency order, immediately suspending the use of the hazardous weedkiller marketed under the brand name Dacthal, citing serious health risks, particularly for farmworkers and pregnant individuals.
DCPA, scientifically known as dimethyl tetrachloroterephthalate or chloral-dimethyl, has been under scrutiny for years, and the EPA has long been aware of its potential dangers to human health.
The agency first classified DCPA as a "possible carcinogen" in 1995, a decision influenced by a 1993 study conducted by Dacthal's manufacturer. This study revealed that DCPA caused thyroid tumors in animals, hinting at potential similar risks for humans.
In 2013, the EPA mandated that AMVAC, the sole U.S. manufacturer of DCPA, conduct further research, specifically focusing on the chemical's impact on fetal thyroid development. However, AMVAC only complied in 2022, nearly a decade later, with studies showing that even low doses of DCPA could harm a developing fetus.
Despite this, AMVAC continued producing and distributing Dacthal throughout the delay. Moreover, the company failed to provide additional requested data, leading the EPA to suspend the pesticide’s use in August 2023—a temporary measure reversed just three months later.
With the latest emergency order, the EPA has again halted all herbicide use.
Health Risks Linked to DCPA
DCPA was first registered for use in the United States in 1958. It is used on turf grasses to control annual grasses such as crabgrass and certain annual broad-leaved weeds. Therefore, individuals in their 50s and 60s may be able to qualify.
Also, children whose parents may have been farmers or worked at a company that used the product, or even those who may have lived on or next to a farm where the product was used.
The EPA first recognized DCPA’s thyroid toxicity in the 1990s based on data submitted by its manufacturer that found:
- A 2004 human health risk assessment emphasized the importance of understanding DCPA’s effects on the developing fetus's thyroid.
- In 2022, a peer-reviewed study identified DCPA as a significant concern due to its toxicity, potential to harm the thyroid, and possible carcinogenicity.
- A 2019 study by the University of California, Berkeley's School of Public Health found that over half of adolescent girls from farmworker communities in California's Salinas Valley had been exposed to DCPA.
- Since 2019, the EPA has been urged to ban DCPA, emphasizing its dangers in public comments in 2021 and again in July 2023.
These actions indicate the belief that the continued use of DCPA during the lengthy cancellation process would pose significant harm, with no feasible mitigation strategies to protect public health.
